This alarming trend has been exposed through a survey conducted among public juvenile detention facility administrators across the nation.
The survey, which received responses from approximately half of the facilities, revealed a shocking statistic: nearly half of the respondents admitted to having incarcerated children at some point when they could have been released for offsite mental health care. This practice, as described by Senator Ossoff, is a grave violation of children's rights and a stark reminder of the dire need for improved mental health services.
The report further emphasizes the dire situation by stating that 75 juvenile detention centers in 25 states have been holding youths for days or even months, awaiting space in long-term psychiatric residential treatment facilities. One respondent from North Dakota expressed the stark reality, noting the absence of secure and safe public placement options for mentally ill youth with violent outbursts, leading to their incarceration in corrections facilities.
Linda Teplin, a renowned professor of psychiatry and behavioral sciences, has dedicated three decades to studying youth and detention. She underscores the critical importance of understanding the factors contributing to the detention of children instead of their treatment. Teplin emphasizes that being confined in a detention center can exacerbate psychiatric problems, further deteriorating the mental health of these young individuals.
The crisis in juvenile mental health and incarceration has been a long-standing issue, as Senator Ossoff points out. The solution, according to Ossoff, lies in uniting Republicans and Democrats to initiate legislative action. The survey, prepared with input from the Johns Hopkins Bloomberg School of Public Health, was sent to 355 juvenile detention centers, with 157 responses received.
