The Riau Islands are gearing up to introduce community service as a novel punishment method, according to the governor. This approach, set to take effect on January 2, 2026, when the new Criminal Code (KUHP) is implemented, marks a significant shift in the region's legal landscape. The governor, Ansar Ahmad, and the head of the Riau Islands Prosecutor's Office, J. Devy Sudarso, recently signed a memorandum of understanding (MoU) to formalize the province's commitment to this innovative sentencing option. The ceremony, held in Tanjungpinang, was also attended by Agung Soenanto, a director from the office of the Deputy Attorney General for General Crimes, underscoring the importance of this development. The new KUHP embraces a restorative justice approach, emphasizing rehabilitation over punishment. Governor Ahmad emphasized that community service is not merely a punitive measure but a transformative experience. It aims to provide offenders with a chance to reflect on their actions and contribute positively to society.
